Q: Is the depth being measured by the top that flares out or is it based off the depth at bottom?

A: Depth at the bottom. I bought this thinking two could easily fit in my 24 inch space. No way. The tops are about 14 inches wide and can only fit one per shelf instead of two. QUITE disappointed.

Also, target refused to ship, so I needed to jockey around to different stores to buy the quantity needed. I bought the large size as a toy box for my daughter when she was still under 1. She's 2 now and I liked them enough that I bought two medium sized ones. We needed soft-bottomed bins to organize all the spare books that were stacked haphazardly on top of our pleather ottoman. The medium size is working perfectly for that. These are pricey when not on sale, though, so try to wait for a sale if you can.

Good size for storing light items on the top shelf of a closet. Bottom has a sturdy base; sides are not as sturdy but also not too flimsy. Bottom is soft felt, so would also be good for a shelf or other surface you don't want to get scratched. I did have to pick through several of these before finding some that were consistent in quality. The ones I rejected were because of the crooked or misaligned stitching on the outside of the basket, or because the sturdy bottom glued to the inside was off centered. If these things don't bother you, then you should be good with whatever you receive if ordering online. I would not recommend this if you are looking to store heavy/bulky items. The sides would not hold up.
